Improving performance in Healthcare: evaluation systems, governance tools and human resources management

The seminar will be presented by colleagues based at the Management and Health laboratory based at the Sant ’Anna School of Advanced Studies, Pisa.

It will focus on their work, over many years, into the design and evaluation of health care Performance Measurement Systems (PES) in Italy. In particular, the seminar will focus on the use of benchmarking and visualization tools in enabling regional health authorities to improve their performance.  Related work on human resources management, including the use of behavioural science approaches to study of decision making by healthcare professionals, will also be discussed. 

About the speakers

Sabina Nuti  is Full Professor of Health Management in the Institute of Management at the Sant’Anna School of Advanced Studies in Pisa, Italy (SSSA). Her interests are in performance evaluation systems, efficiency and governance mechanism in health care. She is responsible for the Interregional performance evaluation systems for more than half of Italian Regions (http://performance.sssup.it/netval). Sabina is a member of the Expert Panel on Effective Ways of Investing in Health of the European Commission for the triennium 2016-2019. In 2016 she was involved in the Joint Assessment Framework (JAF) in the Area of Health leaded by the European Commission, DG Employment, Social Affairs and Inclusion Social Affairs. She is a Member of the Scientific Committee of the National Outcome Programme at National  Italian Agency for Regional Health Services. Sabina was a visiting professor at the University of Toronto. She is responsible for European and National research projects regarding healthcare management, performance evaluation and policies, and author of various national and international publications. She is a member of the Editorial Board of Health, Economics, Policy and Law, published by Cambridge University Press.

Milena Vanieri  is Associate Professor of Management in the Institute of Management at the Sant’Anna School of Advanced Studies in Pisa, Italy (SSSA), where she graduated with her PhD in Management in 2010 at SSSA.  Since 2014 she has being the deputy leader of the Management and Health laboratory of Pisa of SSSA. Her interests are on performance evaluation system, efficiency and governance mechanism in health care. She is responsible for the Tuscan performance evaluation system since 2014 (http://performance.sssup.it/tosval) carried out by Management and Health Laboratory. She is member of the Tuscan Regional Health Technology Assessment board and of Independent evaluation board in the Nord West Local Health Authority. In 2016 she has been involved in the Joint Assessment Framework (JAF) in the Area of Health leaded by the European Commission, DG Employment, Social Affairs and Inclusion Social Affairs. She is responsible for National research projects regarding healthcare management, performance evaluation, human resource planning and author of various national and international publications. She is associate editor for BMC Health service research.

Nicola Bellé is an assistant professor at the Institute of Management of the Sant’Anna School of Advanced Studies, where he works within the Management and Health laboratory. His research focuses on the use of behavioural science to study work motivation and decision-making in the context of mission-driven organizations.

Prior to joining the Sant’Anna School of Advanced Studies in 2017, Nicola was an assistant professor at Bocconi University and a core faculty member of the SDA Bocconi School of Management, where he used to serve as the managing editor of the Observatory on Change in Public Administration. 

Nicola’s peer-reviewed publications have appeared in academic journals including Public Administration Review, Journal of Public Administration Research and Theory, Public Administration, Review of Public Personnel Administration, International Public Management Journal and others.

He is co-editor of Public Administration Review.
