On 17 September 2019, HMRC and the Centre on Household Assets and Savings Management (CHASM) marked the anniversary of the launch of Help to Save – a flagship government savings scheme supporting working families on low incomes to build  savings while developing a savings habit for the future.

Statistics published last week  show that over 132,000 people have now opened an account. But we’d all like to see more eligible people taking advantage of this offer and starting to develop a savings habit.  As we approach the first anniversary, we are bringing together interested parties to work with us to help maximise its reach in future years.  

The Economic Secretary to the Treasury John Glen MP, our keynote speaker, reflected on the aims of the policy and the scheme’s impact so far. 

Presentations

Michael Royce (Senior Policy & Propositions Manager at the Money & Pensions Service) set the scene from the customer’s (or prospective customer’s) perspective, talking about the gaps in the market and why Help to Save is important;

David Beaston (Technical Manager at The Investing and Saving Alliance) spoke from the perspective of the financial institutions, about how Help to Save could fit into the portfolio of savings products for those who will have recently established a savings habit

Andy Lymer (Director of CHASM) spoke about CHASM’s research for HMRC exploring possible developments for the App and Website to enable it to attract and retain the interest of the target audience;

David Hook (Head of Policy for Savings and Charities at HMRC) will spoke about the project to develop Help to Save.

 

Aisling Ní Chonaire (Senior Advisor, The Behavioural Insights Team) was also part of our panel discussion on where next for the HTS scheme in terms of developing the digital interface and engaging with current and potential clients.
