The EU: between market and sustainability - Institute of European Law Annual Lecture 2022

Professor Roberto Caranta, University of Turin, Italy 

Roberto Caranta is Professor of Administrative Law at the Faculty of Law of the University of Turin in Italy, Vice Chair of the Procurement Review Board of the European Space Agency in Paris, and Director of the joint master programme of his university and the International Training Centre of the International Labour Organisation in Turin. He is currently coordinating a Marie Curie Innovative Training Network funded by the European Union on Sustainability and Procurement in International, European, and National Systems (SAPIENS) in which the Birmingham Law School is one of 10 partners and participated in a similar network and EU Trade and Investment Policy led by Birmingham from 2017-2021. Professor Caranta is the founder of the European Public Procurement Law Network and the European Public Procurement Law book series. He is working on institutional issues of EU law, and specifically judicial review, on environmental law, and on public procurement. He publishes in Italian, English, French, and Spanish.  

Sustainability entered the TEU with the Amsterdam Treaties. The (then) Member States highlighted their determination “to promote economic and social progress for their peoples, taking into account the principle of sustainable development”. Progress has however been very slow so far, as attempts at integrating environmental and other sustainability considerations in internal market law and policy has been lukewarm at best. The European Green Deal heralded changes in the relation between market and sustainability. While much will depend on acts – including legislation – implementing the European Green Deal it is argued that a deeper reconsideration of EU economic law is needed.
