The Rules of the Game: Relations Between Politicians in Central and Local Government

Phil SwannMy research aims to understand the relationships that exist between politicians in central and local government. It will take a historical perspective exploring these relationships from the 1830s through to the position today. My central research questions are: • To what extent are the relationships between different tiers of government shaped by the nature of the relationship between the politicians? • What factors influence the relationship between politicians in central and local government and how have those factors evolved and/or remained constant over the last 200 years?

Profile

Phil Swann is a director of Shared Intelligence, a small London-based consultancy which works primarily with local councils and their partners (he plans to stop working in September 2022). Before joining Si in 2008 Phil was director of the Tavistock Institute and director of strategy and communications at the Local Government Association.
