Audit and Accountability in English Local Councils

Supervisors: Dr Philip Whiteman and  Professor Dan Herbert

Eileen MastersThe research first examines concepts of financial accountability in the context of councillors’ roles and the roles of local audit and audit committees within those concepts. It then explores councillors’ views, values and attitudes to financial accountability and how these aspects influence the actual practice of audit and audit committees in local councils.

Profile

Most of my working life was in audit related occupations, except for a period as an aid worker in the 1980s and the early 1990s. From 1996 until my retirement in 2006, I worked as an internal auditor in local government. Following retirement, I continue to be engaged in local politics.
