What factors makes cities more or less resilient when they face ‘shocks’, whether they are disasters, emergencies, political scandals or financial crises? Professor Andre Aquino and PhD student, Andre Lino, will talk about IGI-funded work with municipalities in Brazil (PI Vivien Lowndes, UoB), which aims to identify the factors that enhance or undermine resilience.
The research focuses on budgeting strategies, and their effects on public services, as a proxy for municipal resilience. The goal of the project is to develop a methodology for measuring resilience (in Brazil and other low and middle income countries) and designing interventions to bolster the capacity of city institutions to withstand shocks, and even flourish in their wake. The presentation will discuss key concepts and early findings from the first of four case studies.
