If you applied from outside the UK to study in the UK and your application was refused you can only request for an administrative review - this is a Home Office procedure which allows you to challenge a decision to refuse a visa application. Not all students will have the right to an administrative review; you will be advised by IST accordingly.
If you applied in the UK to continue your studies and your application was refused, you can ask for an administrative review if you applied after 20 October 2014.
If you applied before the 20 October 2014 you can appeal the decision.
