Due to his expertise in subsidy laws, Dr Rubini was asked to comment on the recent decisions on subsidies and participate in the debate on the recent proposals to reform the WTO subsidy agreement, after more than 25 years since they were last changed.

Dr Rubini has written widely on the topic on subsidy and state aid, including the first ever monograph on the concept of subsidy which was also cited in a WTO Panel report and will be published in Chinese in June 2019. He was one of the experts of the E-15 initiative on rethinking international subsidy disciplines which was convened by the World Economic Forum in 2015-2016.
