There is a widespread belief among policymakers that race equality has improved significantly since the publication of the Stephen Lawrence Inquiry Report in 1999. However, the over-exclusion of Black Caribbean students has remained a persistent problem; since the late 1990s Black Caribbean students’ chances of permanent exclusion (expulsion) have rarely been less than three times the rate for their White peers.
